Well to be honest it is a bit difficult regardless of the evil tactics. Both Dr. Wily and Dr. Weil do hide behind robotic servants to fight for them except Dr. Weil was more in depth with designing them. Dr. Wily....well let's face it, he gave it his best shot and ran whenever Megaman showed up and started breaking down the doors to his castle and destroy all his inventions of course. Now with Sigma...that would have to be one of the greatest frontline tryannts to ever walk among the classic gaming universe. It starts with the virus taking over him and causing destruction on a large scale, then he starts to get more serious by trying to make himself stronger. Next thing you know we're at X5 and the Sigma virus has devistated the entire planet causing the Maverick Wars. So hands down, Sigma wins. But I have to give some credit to Wily and Weil for their attempts at world domination.
